This commitment is supported by a Follow-up procedure. Member States that have not ratified one or more of the core Conventions are asked each year to report on the status of the relevant rights and principles within their borders, noting impediments to ratification, and areas where assistance may be required. These reports are reviewed by the Committee of Independent Expert Advisers. In turn, their observations are considered by the ILO's Governing Body.

In late 1915 the British High Commissioner to Egypt , Henry McMahon , had exchanged ten letters with Hussein bin Ali, Sharif of Mecca , in which he had promised Hussein to recognize Arab independence "in the limits and boundaries proposed by the Sherif of Mecca" with the exception of "portions of Syria " lying to the west of "the districts of Damascus, Homs , Hama and Aleppo ", in return for Hussein launching a revolt against the Ottoman Empire.  [g] In the decades after the war, the extent of this coastal exclusion was hotly disputed  since Palestine lay to the southwest of Damascus and was not explicitly mentioned. 
As the first formal statement by a nation’s people asserting their right to choose their own government, the Declaration of Independence became a significant landmark in the history of democracy. In addition to its importance in the fate of the fledgling American nation, it also exerted a tremendous influence outside the United States, most memorably in France during the French Revolution . Together with the Constitution and the Bill of Rights , the Declaration of Independence can be counted as one of the three essential founding documents of the United States government.
